English-Speaking CPA in Herzliya: Israeli Tax and Accounting for Olim, Expats and Hi-Tech Families
I'm Hedva Lichtenstein, a CPA in Herzliya with 30 years of experience. I help olim, relocated employees and English-speaking residents of Herzliya and Herzliya Pituach make sense of the Israeli tax system — from a first tax refund to opening a business or running a small company.

A CPA in Herzliya who explains Israeli tax in plain English
The Israeli tax system is manageable once someone walks you through it, but the forms, letters and deadlines are almost all in Hebrew. Many people who move here — for a job in Herzliya Pituach or on aliyah — end up overpaying or missing things they should have reported, because nobody explained the rules.
My role is to be that person. I handle the Israeli side of your finances, explain each step in English, and tell you clearly what you need to do and what I'll take care of. You get direct contact with me, not a call centre.
Who I work with in Herzliya and Herzliya Pituach
- Relocated hi-tech employees who started work mid-year, often with equity compensation and more than one employer.
- Olim and returning residents, who may be entitled to tax benefits that payroll doesn't always apply automatically.
- Freelancers and consultants who invoice local or overseas clients and need to register as self-employed.
- Small company founders who need bookkeeping, audited financial statements and an annual report.
Your first years in Israel: why a tax refund is often worth checking
In Israel most employees don't file an annual return — tax is withheld through payroll. That works well for someone with one employer all year, but much less well in a relocation year. If you started work in the middle of the year, changed jobs without a tax coordination, or didn't claim credit points you were entitled to, too much tax may have been withheld.
According to Kol-Zchut, a refund can be requested for up to 6 years back from the end of the tax year, so 2020 can still be claimed until the end of 2026, and refunds are paid with linkage and 4% annual interest. Common grounds include working part of the year, several employers, unused credit points (children, family status), private pension deposits, donations to approved institutions, and status as a new immigrant or returning resident. For 2026, one credit point is worth 242 NIS a month.
Freelancing or opening a business in Herzliya: the basic choices
If you plan to work for yourself, the first question is your status. An Osek Patur (exempt dealer) doesn't charge VAT, and in 2026 the annual turnover ceiling is 122,833 NIS — turnover, not profit. An Osek Murshe (licensed dealer) charges VAT, which has been 18% since 1 January 2025. Some professions, such as lawyers, doctors and architects, can't be an Osek Patur at all. Once profits grow, a limited company may become worth considering; I look at the numbers with you rather than assuming.
Registration happens in a set order: VAT first, then income tax, then National Insurance (Bituach Leumi), no later than the day you start working. I handle the registration, set up invoicing, and explain the ongoing reporting so you know exactly what's due and when.
What I do for you: six services, one point of contact
- Tax refunds — reviewing up to six years and filing the claim.
- Business setup — choosing your status and registering with VAT, income tax and National Insurance.
- Tax consulting — annual planning, pension and study-fund (Keren Hishtalmut) deposits, company or not.
- Bookkeeping — ongoing records, VAT and advance-payment reports.
- Financial consulting — cash flow and planning before a big decision.
- Annual reports and audit — individual returns and audited company statements.
I deal with the Israeli tax system. If you also file in another country, for example a US return, you'll need a preparer licensed there; I'm glad to work alongside them so both sides see the same numbers.
